Dauphin County PA, 11.26.2013: The County Commissioners Association of PA (CCAP) held their Annual Conference at Hotel Hershey. Cumberland County Commissioner Barbara Cross shared their nursing home's formula for success to achieve a 5-star rating and operate in the black during a time when so many county run homes are struggling to keep their doors open. As a result, approximately 20 county nursing homes have been sold in the state of Pennsylvania.
